About the Directorate

The operational core of Ghana's legal education estate.

Safety, Facilities and Logistics (SFL) is the directorate that keeps the Council for Legal Education and Training and the Ghana School of Law safe, ready and accountable — protecting people and examinations, preparing purpose-built facilities, and accounting for every movement of materials and assets.

Who we are

An assurance layer for national legal education.

Established under Ghana's legal education reform agenda and the Legal Education Act, 2026 (Act 1170), the Directorate supports the transition from a Ghana School of Law–centred model to a broader legal education ecosystem. In that ecosystem, law-practice training may be delivered through accredited institutions, while CLET/GSL retains a central role in standards, examination integrity, infrastructure and operational coordination.

The Directorate's remit connects the physical estate to the credibility of national legal education. Its work spans the security of the National Bar Examination, the readiness and maintainability of the Accra and Kumasi campuses, and the verifiable custody of examination materials, devices and assets from dispatch to receipt.

Mission

To safeguard the integrity of legal education in Ghana by providing safe environments, purpose-built facilities and accountable logistics that meet the standards of the legal profession.

Vision

A national legal education estate that is secure, durable, digitally enabled and worthy of the profession it serves — built to set the benchmark other accredited institutions aspire to.

Strategic anchors

Four commitments that guide every decision.

Affirmed by leadership, these anchors shape design, procurement, delivery and operations across the legal education estate.

01

Longevity

Facilities are designed to serve multiple generations, with maintainable designs, durable components and clear operating protocols built in from the outset.

02

National coverage

Accra and Kumasi establish coastal and middle-belt nodes, creating a platform for wider, decentralised access to legal education across Ghana over time.

03

Digital transformation and Innovation

The estate is planned for computerised examinations, secure identity verification, resilient data infrastructure and digital workflows as core requirements, not retrofits.

04

Co-creation

Requirements are owner-led: CLET/GSL and its directorates define the brief, while the consulting team provides professional options, evidence and trade-off advice.

Governance

Owner-led, with a clear line of accountability.

CLET is the institutional owner of the programme. Day-to-day delivery authority rests with the Director of Safety, Facilities and Logistics, while the consulting team acts as technical advisor and institutional representative — with a duty of care that runs to the institution.
